They propose that

the new site ould be on St.onecutters Island and that it should provide for the joint accommodation of both Naval and Army explosives. They suggest that the matter should be discussed locally between the Governor, the G.0.C. and the Naval Commander-in-Chief, and that it would be convenient if it could be discussed in the near future as the Civil Engineer-in-Chief of the Admiralty is visiting Hong Kong shortly. Before instructing Hong Kong I think we must know whether the War Office agree to the proposed discussion, and I submit draft to the W.0. accordingly.
